Is it often that holds are held for almost 48 hours for review, and how long does it take for the money to return for a failed transaction?

I attempted to purchase some clips yesterday and was told a few hours later that the payment failed. I tried once again and have waited over 24 hours for any update on the new purchase. I paid a second time and am now concerned that I will not be refunded for the first attempted purchase, nor the second attempt if the transaction fails.
